** Highlights from the Dec. 5 Meeting

The East Lansing City Council met on Tuesday, Dec. 5 at the East Lansing Hannah Community Center (ELHCC) for a regular meeting. Watch the meeting from the beginning (https://youtu.be/oTa4K-xkYoc?t=615) .

East Lansing Councilmember Dana Watson was provided an excused absence due to illness.

During communications from the Mayor and Councilmembers, East Lansing Mayor Pro Tem Kerry Ebersole Singh addressed confusion regarding the rental overlay proposed in the Glencairn neighborhood and the importance of increasing communication within and to neighborhoods. East Lansing Councilmember Erik Altmann also addressed rental overlays and outlined some of the exceptions that are allowed and how the process works. During the City Manager's Report, East Lansing City Manager Robert Belleman announced that Winter Fest (https://www.cityofeastlansing.com/464/Winter-Fest) will be held on Saturday, Dec. 9 from 11 a.m.-2 p.m. indoors and out at the ELHCC. He also noted that the East Lansing Parks, Recreation & Arts Department is striving to collect 1,500 pounds of nonperishable food items on behalf of the Greater Lansing Food Bank. The deadline to make a donation is Friday, Dec. 15. Donations should be placed in the clean City of East Lansing recycling carts inside the lobby of the ELHCC.

During the City Attorney's Report, East Lansing City Attorney Tony Chubb clarified the rental overlay process further, noting the vote on the evening's consent agenda is not to adopt the overlay. He noted that there will be several meetings about the process at the Planning Commission, which is open to the public, before then coming back to City Council to decide to accept, reject or amend the map.


** 4.1 Consideration of a Cost Sharing Agreement with MDOT for the Safe Routes to School Program

Staff introduced volunteers Ginger Ogilvie and Thomas Baumann from the Safe Routes to School (SRTS) program for a special presentation regarding a resolution of support to execute a cost-sharing agreement with the Michigan Department of Transportation (MDOT) due Feb. 21 and designating someone from the City to serve as the point of contact. The grant application includes requests for funds to construct new sidewalks, improve pedestrian crossings, install rectangular rapid flash beacons, install pedestrian islands and repair existing sidewalks. Motion to approve by East Lansing Councilmember Mark Meadows, seconded by Councilmember Altmann. The motion passed on a three-to-one vote with Mayor Brookover voting no after explaining his
concerns.



** 4.2 Consideration of Contract Increase for FY22 Local Utility Improvements Project in Bailey Neighborhood

The Neighborhood Improvement Project on Collingwood Drive, Sunrise Court, Division Street and Kedzie Street resurfaced 0.9 miles of local roads, installed 0.8 miles of water main and over 1,800 feet of combined sewer. The scope of improvements also included water and sewer services, spot curb and gutter replacement and sidewalk ramp upgrades. This project is in the final stages of construction and additional money will be needed to close out the project. There were several approved scope of work changes in anticipation of the State Revolving Fund Milford-Gunson Sewer Improvements project scheduled for 2025. Motion by Councilmember Altmann, seconded by Councilmember Meadows and passed unanimously.



** 4.3 Consideration of a Contract for Upgrades to Stoddard Park Including a Project Contingency

The first renovations to Stoddard Park in roughly 40 years will ensure that safe, accessible playground equipment is available for community members, including inclusive playground equipment, an accessible site walkway creating a neighborhood connection, fully accessible park benches and an accessible water fountain with bottle filler and on the north side of the park an urban dog run with agility equipment, fulfilling a frequent request by East Lansing residents. The project plan also includes protection of existing trees during construction and the addition of new shade trees and native plantings within the park. ** 4.4 Consideration of the Purchase of Jail Entrance and Cell Locks

The current locks are obsolete and parts are no longer available. Motion by Mayor Pro Tem Singh, seconded by Councilmember Meadows and passed unanimously.
