** Highlights from the Feb. 20 Meeting

The East Lansing City Council met on Tuesday, Feb. 20 at the East Lansing Hannah Community Center (ELHCC) for a regular meeting. Watch the meeting from the beginning (https://youtu.be/lA9wrBpp_x4?t=563) .

During communications from Council, East Lansing City Councilmember Dana Watson noted that she had recently participated in a Black History event at the Everybody Reads bookstore in Lansing. She also announced an event at the East Lansing Public Library in partnership with the Justice League on Feb. 28 from 6:30-8 p.m. regarding a reparations fund and the racial wealth gap (learn more here (https://elpl.bibliocommons.com/events/6584d37ff664ce33001dd94c) ).

East Lansing City Councilmember Mark Meadows reported on the Youth Commission, which has decided to meet twice a month. He noted that the students are very enthusiastic about meeting and setting priorities.

During his comments, East Lansing City Manager Robert Belleman thanked the City Clerk's office and the election workers for nine days of early voting at two Early Voting Centers and via absentee ballots. ** 3.1 Presentation of the General Fund Five-Year Financial Forecast Covering FY2025-FY2029

The report included the general fund, noteworthy items, assumptions and calculations, the forecast, additional assessing information and the more specific revenue and expenditure detail. ** Public Hearing: Consideration of Request for Update Site Features at 2111 Merritt Road

Mullin Family Investments LLC has requested to add four parking spaces to the parking lot at 2111 Merritt Road, increasing the parking capacity by 9%. The applicant has also proposed a new shed and paved drive, retaining walls, walkways and other minor site improvements. Per Council request, the applicant has added one electric vehicle (EV) charger and all plant materials will be low-maintenance and/or native species. Motion passed unanimously.



** 6.1 Consideration of Policy Resolution 2024-4 Canceling the City Council Regular Meeting on April 2

The motion was made by Councilmember Meadows, seconded by Mayor Pro Tem Ebersole Singh. It passed unanimously.



** 6.2 Consideration of a One-Year Contract Extension with Leavitt & Starck Excavating Inc.

Council considered a one-year contract extension with Leavitt & Starck Excavating Inc. for as-needed and emergency contractor work in an amount not to exceed $2 million and authorized the City Manager to sign. Council also authorized the City Manager to sign the remaining one-year contract extensions up to the approved not to exceed dollar amount. The motion was made by Councilmember Altmann, seconded by Councilmember Watson. It passed unanimously.

Council was adjourned to Closed Session at 8:40 p.m. Upon returning from Closed Session, Council voted to waive the attorney client privilege on the investigation report dated Oct. 31, 2023 with the exception of maintaining the privilege on individual's names and genders. ** Other Items

1. Council appointed Julie Ludden to the Downtown Management Board for a partial term ending Dec. 31, 2027.
2. Council approved a resolution recognizing Forster Woods Adult Day Services as a non-profit organization located in the City of East Lansing for the purpose of obtaining a charitable gaming license from the Michigan Lottery Bureau. 3. Council approved a change order with MKSK for the Non-Motorized Plan Update for the study of local street traffic and to identify traffic calming options in an amount of $36,000 and authorized the City Manager to sign. 4. Council canceled a public hearing previously set for March 5, 2024 to consider a request to construct a single-story multi-tenant retail building with drive-through window and parking lot at 210, 218 and 224 W. Lake Lansing Road. The applicant has requested a delay to complete a traffic impact statement. 5. Council approved a conditional class III rental license for up to two unrelated persons or a family at 428-430 Stoddard Ave. The owner with assessing records is JT Spartan Properties, LLC, East Lansing. The owner/applicant is Taylor Teachout, Eaton Rapids, Mich. 6. Council completed a first reading of Ordinance 1532, amendments to the East Lansing Youth Commission Ordinance, and set a public hearing for March 5, 2024.
