** Highlights from the March 5 Meeting

The East Lansing City Council met on Tuesday, March 5 at the East Lansing Hannah Community Center (ELHCC) for a regular meeting. Watch the meeting from the beginning (https://youtu.be/0sZP5S5f_v4?t=653) .

During communications from Council, East Lansing Mayor Pro Tem Kerry Ebersole Singh and East Lansing City Councilmember Mark Meadows welcomed Michigan State University (MSU) President Kevin Guskiewicz and his family to the community and expressed hope for a new era of collaboration between MSU and the City.

East Lansing City Councilmember Erik Altmann used his time to encourage community members to become election workers, noting that he worked as an election worker for the Feb. 27 Presidential Primary and that there are three more elections this year: a school bond election on May 7, a statewide primary on Aug. 6 and the general election on Nov. 5. East Lansing Mayor George Brookover noted that he had attended the 16th annual Mayor's Ramadan Unity Dinner at the Lansing Center on Monday, March 4. Mayor Brookover noted that approximately 300 people attended this year's event, which raised $25,000 for the Greater Lansing Food Bank. He praised the diversity of the community.

During his comments, East Lansing City Manager Robert Belleman congratulated the City Clerk, staff and election workers for a job well done administering the Presidential Primary on Feb. 27, including nine days of early voting.


** 4.1 Consideration of a Contract for the Design of the Coleman Road Pump Station

Watch this part of the meeting (https://youtu.be/0sZP5S5f_v4?t=1822) . The Coleman Road Sanitary Sewer Pump Station located at the corner of Coleman Road and Shearwater Lane was constructed in 2001. Staff have identified the need for expanded capacity, rehabilitation and upgrades. Council considered a $169,000 contract with Tetra Tech, Inc., for the design and authorized the City Manager to sign. The motion was approved unanimously.



** 4.2 Consideration of Ordinance 1532, Amendments to the East Lansing Youth Commission

Council unanimously moved to defer consideration of the item to the March 19 meeting. ** 4.3 Consideration of a Contract for the Annual Street Tree Block Pruning

The City has implemented a program of street tree "block pruning" to proactively care for and maintain roughly 1,200 of the trees on City property or an easement annually, rotating through all trees over a period of seven years. Council considered a contract with Top Notch Tree Care, LLC for $246,547 for the project and authorized the City Manager to sign. The motion was approved unanimously.



** 4.4 Consideration of Spin Revocation Hearing

A motion to adopt the findings of the Hearing Officer's Report that Spin Scooters violated City ordinances resulting in permanent license revocation and to take effect at midnight on the seventh day following the adoption of the motion was approved in a vote of 4-to-1 with Mayor Brookover, Mayor Pro Tem Ebersole Singh and Councilmembers Altmann and Meadows concurring and East Lansing Councilmember Dana Watson voting against. ** 4.5 Consideration of Policy Resolution 2024-5, Adding Two Budget Work Sessions to Council Schedule

The budget work sessions will be held on April 16 and April 23, beginning at 5 p.m. and concluding prior to the start of the scheduled City Council meetings on those date. The motion was approved unanimously.

1. Council appointed Jordan Parker to the Housing Commission for a full term ending Dec. 31, 2027; Tiffany Stanley to the Housing Commission for a partial term ending Dec. 31, 2025; and Abbie Tykocki to the Housing Commission for a partial term ending Dec. 31, 2025.
2. Council approved a street closure request for the Izzo Run/Walk/Roll to be held on Saturday, April 20, 2024 from 9-11:30 a.m. Street closures would include the easternmost lane on Harrison Road, southernmost lane on Michigan Avenue and one eastbound lane on Grand River Avenue.
