** Highlights from the Oct. 3 Meeting

The East Lansing City Council met on Tuesday, Oct. 3 at the East Lansing Hannah Community Center (ELHCC) for a regular meeting.

East Lansing Mayor Pro Tem Jessy Gregg and East Lansing Mayor Ron Bacon welcomed new City Manager Robert Belleman.

Mayor Bacon moved to provide an excused absence to East Lansing City Councilmember Dana Watson.

In the City Manager's Report, East Lansing City Manager Robert Belleman noted that:
* Absentee ballots are now available and can be requested from the City Clerk’s Office in person or by phone at (517) 319-6914. Voters may also request an absentee voter ballot online from the Michigan Voter Information Center (https://mvic.sos.state.mi.us/AVApplication) .
* The City's new Youth Commission is seeking applications from among the residents and students of East Lansing who are between the ages of 14 and 18. Visit the website (https://www.cityofeastlansing.com/2386/Youth-Commission) to apply.
* The deadline for the East Lansing Community Photo Contest (https://www.cityofeastlansing.com/1650/Photo-Contest) is midnight on Oct. 15.


** Public Hearing: Consideration of a Request from 530 Albert 2023, LLC

Mayor Bacon moved to table action on the site plan for 530 Albert Ave. until Oct. 17, which meant that a decision would not be made on the issue, however, it did not affect the public hearing, which was well-attended by community members. (https://youtu.be/lKPCdvLktJo?t=1829) The application proposed for 530 Albert Ave. would construct a five-story building with 122 units of affordable rental housing and approximately 1,100 square feet of commercial space. The 0.68-acre site is currently zoned B-3, City Center Commercial District. ** First Reading of Ordinance 1526

(https://youtu.be/lKPCdvLktJo?t=7180) Ordinance 1526 would provide for a service charge in lieu of taxes for the proposed affordable housing development at 530 Albert Ave. The developer has asked for the Payment in Lieu of Taxes (PILOT) for the proposed development to be similar to one for an affordable housing project at 333 Valley Court, which stipulates an annual payment equal to 4% of annual contract rents instead of ad valorem property taxes. 1. Council approved the appointment of Chuck Gagnier to the East Lansing Independent Police Oversight Commission for a partial term ending Dec. 31, 2024.

Council approved the updated assignment and extension of the agreement between the City of East Lansing and Active Living for All, now operating as Forster Woods Adult Day Center and authorized the City Manager to sign.
