** Highlights from the March 19 Meeting

The East Lansing City Council met on Tuesday, March 19 at the East Lansing Hannah Community Center (ELHCC) for a regular meeting. Watch the meeting from the beginning (https://youtu.be/1FRnJBUn6A0?t=599) .

During communications from Council, East Lansing City Councilmember Dana Watson talked about renter's rights, noting "we definitely should be fighting for our renters as much as we fight for our homeowners." On the same topic, East Lansing City Councilmember Mark Meadows remarked that in 1988 the state legislature had removed the ability of cities to control rent. However, he noted, there is now a bill that has been introduced that would give cities that authority once again.

East Lansing Mayor Pro Tem Kerry Ebersole Singh reported that the University Student Commission (https://www.cityofeastlansing.com/629/University-Student-Commission) , to which she is the Council liaison, will be sending out a survey to get input on what they should be working on as a group. East Lansing City Councilmember Erik Altmann informed the Council that the Commission on the Environment (https://www.cityofeastlansing.com/435/Commission-on-the-Environment) would be sending a letter to Council and the Parks and Recreation Advisory Commission regarding No Mow May.


** 4.1 Second Reading and Approval of Ordinance 1533

Council held a second reading of Ordinance 1533, proposed amendments to clarify the role of the East Lansing Independent Police Oversight Commission with regard to employee discipline. The language under Section 2-472 of the proposed changes was changed to read: "The commission's role is advisory" rather than "It is recognized that...." The motion as amended was approved unanimously.



** 4.2 Consideration of Resolution to Approve the Nonunion Schedule of Benefits

It was noted that the benefits are already in place, many have been in place for a significant amount of time and most benefits are identical to what is offered to union employees. These benefits include retirement, health/dental/vision insurance, long term disability, life insurance, long term care, paid time off, professional licensure payments, education reimbursement, parking, the Employee Home Ownership Program (EHOP), signing bonuses and relocation assistance. Council discussed the issue of car allowances. The resolution was approved unanimously.



** 4.3 Consideration of Ordinance 1532

The amendments were approved unanimously.



** 4.4 Consideration of the Establishment of an Ad Hoc Committee

Council discussed a proposal to establish an ad hoc committee to consider renaming the East Lansing Family Aquatic Center and Softball Complex to the Theodore and Carol Staton Aquatic Center and Softball Complex. The proposal was deferred to the first regular Council meeting in June.

1. Council appointed Elinor Holbrook to the Arts Commission for a full term ending December 31, 2026 and Cara Ronk to the Arts Commission for a partial term ending December 31, 2025. 2. Council set an amended date of May 14, 2024 for a public hearing by City Council to consider an appeal of a Planning Commission denial of a request to remove a total of 27 trees from the property at 120 West Saginaw St. The request is from Larry Viles on behalf of George F. Eyde Family, LLC. 3. Council set a date of April 16, 2024 for a public hearing to consider a request to construct a single-story multi-tenant retail building with drive-through window and parking lot at 210, 218 and 224 W. Lake Lansing Road. 4. Council approved a resolution acknowledging the 50th anniversary of the Community Development Block Grant (CDBG) program and recognizing April 1-5, 2024 as National Community Development Week. 5. Council approved a contract with Gee Farms Nursery and Greenhouse, LLC for the annual Street Tree Planting contract in an amount not to exceed $70,000 and authorized the City Manager to sign.
