** Highlights from the Nov. 14 Meeting
------------------------------------------------------------
The East Lansing City Council met on Tuesday, Nov. 14 at the East Lansing Hannah Community Center (ELHCC) for a regular meeting.

East Lansing City Councilmembers-elect Erik Altmann, Mark Meadows and Kerry Ebersole Singh were sworn in to office by Interim City Clerk Marie Wicks. George Brookover was unanimously elected to serve as the City's next Mayor and Kerry Ebersole Singh was elected to serve as Mayor Pro Tem.

During the City Manager's Report, East Lansing City Manager Robert Belleman congratulated the new Councilmembers and thanked the City Clerk's office as well as election workers and volunteers for a successful election. City Manager Belleman also noted that two East Lansing businesses -- ATESTEO and Michigan State University Federal Credit Union -- had been recognized recently by the Lansing Regional Chamber at its Celebration of Regional Growth awards. Belleman also congratulated the East Lansing High School varsity football team and Coach Feraco on their postseason successes. The team's next game is Saturday, Nov. 18 at Greenville High School where they will face off against Muskegon High School in the state semifinal game.

In the City Attorney's Report, East Lansing City Attorney Tony Chubb welcomed the new Councilmembers.


** Special Presentation: East Lansing Police Department Accreditation Presentation

Officials from the Michigan Association of Chiefs of Police presented a certificate of accreditation to the East Lansing Police Department (ELPD), Chief Kim Johnson and Accreditation Manager Lt. Scot Sexton. It was noted that only 10% of the 600 police agencies in the state of Michigan have achieved this status and that ELPD voluntarily met all of the calls for police reform in compliance with professional standards. Chief Johnson thanked former East Lansing Mayor Ron Bacon and former East Lansing Mayor Pro Tem Jessy Gregg for their support as ELPD worked to achieve accreditation, beginning in October 2020.



** Consideration of a Recommendation from the East Lansing Elected Officers Compensation Commission

Interim City Clerk Marie Wicks noted that the Officers Compensation Commission Chair Flemming Mathiasen was in attendance and that a lot of thought went into the recommendations in the letter to make service on City Council more accessible for participation. A motion to approve the modest salary increases for the Mayor and Councilmembers was made by Councilmember Meadows, seconded by Councilmember Altmann and passed four-to-one with Councilmember Watson issuing the nay vote. ** Approval of Change Order for Sewer Rehabilitation Contract with Insituform

East Lansing Director of Public Works Scott House reported that in May 2020 the City Council approved a contract with Insituform Technologies, including $500,000 for as-needed sewer rehabilitation. To date, four change orders have been initiated and approved; the current request is to formally extend authorization for the as-needed sewer rehabilitation contract to a total of $950,000 and authorize the City Manager to sign the contract. Councilman Altmann moved approval, seconded by Councilmember Meadows and unanimously approved. ** Approval of Change Order for the FY 2024-25 Hydrovac Water Service Contract

East Lansing Deputy Director of Public Works Ron Lacasse reported to Council that the goal of this contract is to identify water service material type serving each building in the City of East Lansing in compliance with the Michigan Department of Environment, Great Lakes and Energy (EGLE) requirements. The inventory must be completed by Jan. 1, 2025. The change order will finish the Bailey Neighborhood. Mayor Pro Tem Singh asked about the timeline of work in the Bailey neighborhood and Lacasse noted they hope to finish by the end of November before the weather turns cold. A motion was made by Mayor Pro Tem Singh, second by Councilmember Altmann and passed unanimously. 1. Council approved a proclamation recognizing the promotion of Scott House to Brigadier General in the Michigan National Guard. 4. Council approved an agreement for trash and recycling services with the Weatherhill Court Condominium Association and authorized the City Manager to sign.
