** Highlights from the Feb. 6 Meeting

The East Lansing City Council met on Tuesday, Feb. 6 at the East Lansing Hannah Community Center (ELHCC) for a regular meeting. Watch the meeting from the beginning (https://youtu.be/pont4oLx_Gc?t=590) .

During communications from Council, East Lansing Mayor Pro Tem Kerry Ebersole Singh noted that the University Student Commission had met before the City Council meeting and shared resources (https://spartanstogether.msu.edu/plans-feb-13-2024) for commemorating the first anniversary of the Feb. 13 tragedy.

East Lansing City Councilmember Dana Watson commented on the activities planned at the East Lansing Public Library for Black History Month (https://www.elpl.org/blogs/post/february-2024-newsletter/) , calling them really cool and encouraging community members to check them out. She also commended the good work of the City's Department of Public Works, noting that good sewer systems are integral to public health.

East Lansing City Councilmember Erik Altmann thanked the East Lansing City Manager and City staff for implementing the audio system upgrades for board and commission meetings.

During his comments, East Lansing City Manager Robert Belleman announced that Housing and University Relations Administrator Annette Irwin has accepted the position of Planning, Building and Development Director. Irwin had been serving as the interim director of the department since late October 2023.


** 4.1 Consideration of Policy Resolution 2024-3 to Cancel Feb. 13 and May 7 Council Meetings

Council considered Policy Resolution 2024-3 to cancel the City Council discussion-only meeting scheduled for Feb. 13 due to it being the one-year anniversary of the tragic shooting at Michigan State University. Council discussed rescheduling the strategic planning discussion to a later date in February. The May 7 regular meeting of Council was also canceled due to it being the date of a special election. ** 4.2 Consideration of Contract with Iron Horse Excavating for Local Utility Improvements Project

Council considered a contract with Iron Horse Excavating for the FY23 Local Utility Improvements Project in an amount of $3.6 million. This project would include replacement of 1.3 miles of water main, spot sanitary sewer repair and road reconstruction in the area of Whitehills Drive, Whitepond Road, Portage Path, Old Hickory Lane, Hitching Post Road, King Court and Berkshire Lane. ** 4.3 Consideration of Recommended Amendments to Historic District Commission Bylaws

** 4.4 Set a Public Hearing for March 5 to Consider Ordinance 1528: Rental Overlay in Glencairn

Council set a public hearing for Tuesday, March 5 to consider Ordinance 1528 for a proposed R-O-1 residential rental restriction overlay district for a portion of the Glencairn neighborhood. ** 4.5 Introduce and Refer to Planning Commission a Public Hearing to Consider Ordinance 1529
------------------------------------------------------------

Ordinance 1529 is a proposal to conditionally rezone the property at 730 Grove St. for use as a Class B multiple-family dwelling. Among the conditions the applicant has voluntarily offered is to limit the potential future use of the property to a non-owner-occupied bed and breakfast or inn. ** 4.6 Appointment to the Planning Commission's Comprehensive Plan Update Coordinating Committee

In January the Planning Commission established a Comprehensive Plan Update Coordinating Committee to include review of plans adopted by the City of East Lansing and other nearby governing bodies, review of previously adopted implementation plans and action steps and recommendations for planning priorities in the City of East Lansing over the next several years. East Lansing City Councilmember Mark Meadows is the Council liaison to the Planning Commission and he was unanimously approved by Council to serve as its representative to the Comprehensive Plan Update Coordinating Committee. ** 4.7 Consideration of a Resolution to Approve the Nonunion Schedule of Benefits

He moved to defer consideration of the matter until the March 19 Council meeting to give the human resources department more time to assess how other communities handle car allowances. ** 4.8 Consideration & Discussion of Appointment to the Independent Police Oversight Commission

Councilmember Watson, as co-Council liaison to the East Lansing Independent Police Oversight Commission (ELIPOC), noted that Kathy Swedlow's qualifications for serving on ELIPOC are excellent; however, in the interest of transparency, she indicated that Swedlow is the spouse of Councilmember Altmann. ** 4.9 Introduce and Refer to Planning Commission Ordinance 1531

Ordinance 1531 would amend the East Lansing Zoning Ordinance to align its rules for certain off-premises alcohol retailer licenses with those of the State of Michigan. The decision to introduce and refer the proposal to the Planning Commission was deferred until the March 19 Council meeting. Council approved a street closure request for southbound West Road from the MSUFCU northernmost parking lot entrance that connects to West Road down to GreenStone from 10-11:30 a.m. on Sunday, March 17 for the Ronald McDonald House of Mid-Michigan's Run for the House 5K and 10K. Approval is contingent on satisfactory administrative review and approval. 5. Council introduced and referred to the Planning Commission Ordinance 1530, which would amend the Zoning Ordinance to make changes to items related to electricity. Specifically, the proposed amendments would clarify requirements for electronic display signs, set measurement and fixture standards for outdoor lighting, facilitate solar power generation in East Lansing and clarify requirements for electric vehicle (EV) chargers. 6.
