** Highlights from the March 12 Meeting

The East Lansing City Council met on Tuesday, March 12 at the East Lansing Hannah Community Center (ELHCC) for a discussion only meeting. Watch the meeting from the beginning (https://youtu.be/2-0cx3hkhTE?t=657) .

East Lansing Mayor Pro Tem Kerry Ebersole Singh was granted an excused absence.

During communications from Council, East Lansing City Councilmember Dana Watson read from Gov. Whitmer's proclamation for Equal Pay Day, including that based on today’s wage gap, a woman who works full-time, year-round could lose $399,600 over a 40-year career, a lifetime gap that only grows when examined by race and ethnicity; and, that the gender pay gap exists at all levels of work in almost every occupation, cutting across all education levels, age groups, and demographics, and widening significantly for women of color and women with disabilities. During his comments, East Lansing City Manager Robert Belleman announced that the East Lansing Family Aquatic Center is hiring lifeguards, slide operators and customer service associates. ** 6.1 Municipal Employees' Retirement System Annual Actuarial Valuation Report as of Dec. 31, 2022

The Municipal Employees' Retirement System (MERS) administers the City's defined benefit, defined contribution and hybrid retirement pension plans. MERS presented to Council the annual Actuarial Valuation Report as of Dec. 31, 2022. ** 6.2 City Council Strategic Priority Planning

Council commenced its strategic planning process at its Jan. 12 Discussion Only meeting when department heads shared their priorities for 2024-2025. Council next met on Saturday, Jan. 20 and Friday, Feb. 23. City staff has dove-tailed their departmental priorities as action items under the Council's strategic priorities. ** 6.3 Short Term Rental Legislation

The City's lobbyist provided an update to Council on proposed legislation affecting short-term rental regulations, including a proposal to establish a registry database, an opt-in excise tax and automatic extension of the hotel tax to short-term rentals.
