** 2025 Election Day Reminders
------------------------------------------------------------
The East Lansing City Council election will be held on Tuesday, Nov. 4, with two open seats, and the East Lansing City Clerk wants voters to be aware of important information leading up to Election Day.
In September, the City Clerk’s office mailed 5,779 absentee ballots for this year’s election. To date, approximately 2,000 have been returned. Absentee voters have several options for returning their ballots, including:
* Returning them to one of the City’s safe and secure drop boxes. There are four locations throughout the City at the following locations: East Lansing City Hall north parking lot; the East Lansing Public Library, 950 Abbot Road; the Department of Public Works, 1800 E. State Road; and at the MSU-CATA Transportation Center, 592 N. Shaw Lane on the campus of Michigan State University.
* Bringing them to the City Clerk’s office at East Lansing City Hall, 410 Abbot Road.
* Voters may also bring their absentee ballot to the City’s Early Voting Center (EVC) to tabulate the ballot through a machine. The EVC will be held in the first floor Banquet Room at the East Lansing Hannah Community Center, 819 Abbot Road. The EVC opened Wednesday, Oct. 29, and will run through Sunday, Nov. 2, operating from 9 a.m.-4 p.m. daily.
Additionally, the City Clerk’s Office inside City Hall will be open from 8 a.m.-4 p.m. Saturday, Nov. 1, and Sunday, Nov. 2. Community members may come to City Hall to register to vote and/or return their absentee ballot. Free parking will be available in designated spaces in the City Hall north parking lot.
Community members who choose to visit the City Clerk’s window at City Hall are reminded of security updates that took effect earlier this year. Since June 30, visitors to City Hall are directed to enter through the set of doors near Linden Street marked as Door 2, then proceed through a walk-through metal detector. Visitors are advised to be prepared for secondary screenings with a wand as well as bag inspections.
On Election Day, polls will open at 7 a.m. and remain open until 8 p.m. Absentee voters have until 8 p.m. on Election Day to return their absentee ballot in person.

** Trick-or-treating Information

The East Lansing Police Department (ELPD) would like to remind motorists to be extra cautious tonight as children take to neighborhood streets for trick-or-treating.
The trick-or-treating period in the City of East Lansing is from 6-8 p.m. With sunset expected to occur at 6:32 p.m., much of this window will be spent in darkness. Parents and guardians are encouraged to add reflective gear to their trick-or-treaters’ costumes or use flashlights to increase visibility. ELPD encourages everyone to use crosswalks and look both ways before crossing streets.
Motorists are reminded to reduce their speed, particularly in residential neighborhoods, areas without sidewalks and potential blind spots.
For questions or concerns regarding trick-or-treating, please contact the ELPD at (517) 351-4220, option 1. In an emergency, call 911.
“For those community members who will be celebrating ‘Halloweekend,’ we want you to have fun but be smart,” East Lansing Police Chief Jen Brown said. “And remember, anyone experiencing medical distress due to alcohol or drug use — or anyone accompanying them — can seek medical help without risk of penalty."
Safety tips from ELPD include:
* Following a well-lit, well-traveled route when moving through East Lansing and on campus.
* Designating a driver, using a ridesharing app or traveling with a group.
* If you will be drinking, be sure to eat, drink plenty of water and pace yourself.
* If you see something suspicious, call or text 911.
Additionally, community members are reminded that daylight saving time ends this weekend (Sunday, Nov. 2) and the darker, shorter days tend to be more dangerous for pedestrians, runners and cyclists than at any other time of year.
** Early closure

The East Lansing Hannah Community Center pool will close at 1:30 p.m. today for Halloween. There will not be open swim. The pool will reopen with regular hours Saturday, Nov. 1.
** MSU Recycling Center Hosts Pumpkin Plop
------------------------------------------------------------
From Saturday, Nov. 1, through Saturday, Nov. 15, pumpkins can be recycled at the MSU Recycling Center. The drop-off center is unable to recycle paint or candles.

Don't forget to set your clocks back an hour!
In correlation with the time change, the long-standing campaign "Change Your Clocks, Change Your Batteries" also encourages the public to change their smoke alarm batteries.
To help ensure all smoke alarms have working batteries, follow these tips from the National Fire Protection Association (https://www.nfpa.org/en):
* Smoke alarms with non-replaceable 10-year batteries are designed to remain effective for up to 10 years. If the alarm chirps, warning that the battery is low, replace the entire smoke alarm right away.
* Smoke alarms with any other type of battery need a new battery at least once a year. If that alarm chirps, warning the battery is low, replace the battery right away.
* When replacing a battery, follow manufacturer’s list of batteries on the back of the alarm or manufacturer’s instructions. Manufacturer’s instructions are specific to the batteries (brand and model) that must be used. The smoke alarm may not work properly if a different kind of battery is used.

** CDBG Applications Open Today

The City of East Lansing is now accepting applications for Fiscal Year (FY) 2027 Community Development Block Grant (CDBG) program funding. The deadline to apply is 5 p.m. Monday, Dec. 15.
The FY2027 program encompasses CDBG funding that would be provided for activities undertaken between July 1, 2026, and June 30, 2027. The application and resource guide are available here (https://www.cityofeastlansing.com/2455/Applying-for-CDBG-Funding) . Prospective applicants with questions about the application process or in need of technical support can attend virtual office hours with City staff on the following dates and times:
* 2-3 p.m. Monday, Nov. 10
* 9-10 a.m. Wednesday, Nov. 12
* 9-10 a.m. Wednesday, Nov. 19
* 2-3 p.m. Monday, Dec. 1
* 2-3 p.m. Thursday, Dec. 11

Eligible applicants include, but are not limited to, private/public nonprofits, community-based organizations, local public agencies as well as certain microenterprises and other private entities with activities that meet eligibility requirements and national objectives established by the U.S. Department of Housing and Urban Development (HUD).
According to HUD, the primary objective of the CDBG program is to provide for the “development of viable communities by the provision of decent housing, a suitable living environment and expanding economic opportunities, principally for persons of low and moderate income.”

** Last Chance to Catch 'A Wrinkle in Time'

All-of-us Express Children’s Theatre is excited to present its fall production, “A Wrinkle in Time.”
“A Wrinkle in Time” is based on the beloved book by Madeleine L’Engle. The story follows Meg, her extraordinary brother Charles Wallace, their pal Calvin and a host of extraterrestrial friends and foes as they journey into the heart of a terrible evil in the hope of reuniting a fragmented family. Performances will be held at 3 p.m. Saturday, Nov. 1, and Sunday, Nov. 2, in the Albert A. White Performing Arts Theater at the East Lansing Hannah Community Center, 819 Abbot Road.
Tickets are $8 for youth (17 and under) and $12 for adults (18 and older). ** EXTENDED: ELPL Library Card Design Contest Ends Nov. 7

The East Lansing Public Library is seeking design submissions for a library card design. Library card designs will be judged in three categories -- Youth (ages 12 and under), Teens (ages 13 to 17) and Adults (ages 18+) -- and one winner will be chosen in each category. The deadline to submit has been extended to Friday, Nov. 7.
Art should be submitted as 3.125 inches by 1.875 inches in PDF format. All kinds of visual art will be accepted, and must be scanned or photographed in high resolution, and submitted without any additional background. Please do not include names or any other identifiable information on the submission; works will be anonymized during the judging process. The use of generative artificial intelligence (AI) is strictly prohibited. All work must be original to the artist. One submission per person. Entries may be submitted online (https://cityofeastlansing.com/FormCenter/Communications-12/2025-East-Lansing-Public-Library-Card-De-140) .
