Today, East Lansing Police Department (ELPD) Comfort K9 Silas turns one! Silas, who is a goldendoodle, joined the ELPD in December to provide emotional support and stress relief to community members as well as police officers and other City staff. He works with ELPD social worker, Hannah Peterson. He will celebrate with a party this afternoon at the East Lansing Public Library, 950 Abbot Road. The public schedule for the East Lansing City Council is lighter in the summer, with just one meeting each in July and August. However, the agenda for the Tuesday, July 15, meeting was a packed one.
Council recognized July as Parks, Recreation and Arts Month.
The City has 514 acres of greenspace across 34 parks, two community centers, an aquatic center, a softball complex, a soccer complex and 5.8 miles of non-motorized trail. All of this is supported by just 16 full-time staff with the assistance of 150+ part-time and seasonal employees and numerous community volunteers including the seven-member Parks and Recreation Advisory Commission.
Other related items approved at the City Council meeting: A contract for trail repairs/improvements at Albert A. Council approved a Traffic Control Order (TCO) 497 for installation of multi-way stop signs at Kensington Road and Chesterfield Parkway in the Chesterfield Hills neighborhood.
Council received an update on Phase I of the Harrison Road Rehab Project. Among the observations, considerations and recommendations from the consultant are the following:
1. Upgrade the permanent road signs to meet the current size, graphic and location standards set by the Michigan Manual of Uniform Traffic Control Devices (MMUTCD). This is recommended along the entire project area as part of Phase III, but those signs specifically addressing the mid-block crossing at Glencairn are recommended to be implemented with Phase I.
2. Add an optical speed feedback radar sign near the crossing.
3. Increase the width of the centerline striping from 4 inches to 6 inches, and add a 6-inch white edge line on either side of the road between Southlawn Avenue and Saginaw Highway to create the feeling of a narrower street, which generally encourages traffic to drive slower.
4. Refresh the crosswalk pavement markings at the mid-block crossing for increased visibility.
Community members also had an opportunity to provide public comment during five public hearings at this meeting.
The next City Council meeting will be held on Tuesday, Aug. 12 at 7 p.m.

City staff are planning locations now for fall and spring tree planting efforts. Property owners who want a beautiful City tree in front of their property are encouraged to get their right-of-way tree planting requests in now. There are a few spots left for this fall's planting and several opportunities available for next year. Let's work together to make East Lansing greener!

** Summer Splash at the Aquatic Center

The East Lansing Family Aquatic Center (ELFAC), 6400 Abbot Road, will host its annual Summer Splash event from noon to 6 p.m. on Tuesday, July 22. Regular rates apply for this special event.
Activities at this year's event will include a performance by All-of-us Express Children's Theatre of "Disney's The Little Mermaid" children's games, relay races, a sidewalk art contest, raffles and a live DJ from 3-6 p.m.

While the Red Cedar Bridge is closed this summer, the businesses on Trowbridge Road can still be accessed via Kalamazoo Street, Mount Hope Road or from MSU's campus. These businesses have felt the pinch of construction over the past year. Let's show support to them!
Ongoing Construction Projects
* Red Cedar Bridge on Harrison Road will reopen to traffic on Friday, Aug. 15, with at least one driving lane open in each direction and the sidewalk on one side of the street. The roadway will be fully open during MSU move in week, for home football games and on holidays until work is fully completed at the end of September.
* Harrison Road Rehab Project is in Phase 1, which includes interim / immediate / short-term improvements for the pedestrian crosswalk at Glencairn Elementary School to provide a safer means of crossing the road. Visit cityofeastlansing.com/HarrisonRehab for information on all three phases of this project.
* Hagadorn and Haslett Roads gas main project features right lane shifts and sidewalk closures. Work is expected to be completed by mid-July.
* Lake Lansing Road continues to be reduced to one lane headed west, and the adjoining sidewalk is closed, for a Consumers Energy gas main installation project. Construction is moving eastward from Coolidge Road toward Abbot Road. Completion is expected by mid-August.
* Albert Avenue from Grove Street to M.A.C. Avenue is closed through Aug. 11 for Albert EL Fresco.
U.S. 127 Construction has the following ramps closed until mid-November:
* Northbound U.S. 127 to westbound I-496
* Eastbound I-496 to Trowbridge Road
* Southbound U.S. 127 to Trowbridge Road
* Trowbridge Road to southbound U.S. 127
* Kalamazoo Street/ Howard Street to southbound U.S. 127
