** Highlights from the April 16 Meeting

The East Lansing City Council met on Tuesday, April 16 at the East Lansing Hannah Community Center (ELHCC) for a regular meeting. Watch the meeting from the beginning (https://youtu.be/_8fM0EonhBY?t=615) . East Lansing City Councilmember Dana Watson was issued an excused absence due to work travel.

During communications from Council, East Lansing Mayor Pro Tem Kerry Ebersole Singh noted that the City will be presenting this year's Crystal Awards on Thursday, April 25 (https://www.cityofeastlansing.com/138/Crystal-Awards) (RSVP to Karla Forrest-Hewitt (mailto:khewitt@cityofeastlansing.com?subject=RSVP%20for%20Crystal%20Awards) by Monday, April 22).

East Lansing City Councilmember Erik Altmann echoed the concern of a community member who spoke during public comment, "amplifying" the issue of loud car noise as a quality of life concern. East Lansing City Councilmember Mark Meadows said that it was an issue he heard about while campaigning last year. East Lansing City Attorney Tony Chubb said that it is considered a civil infraction between the hours of 11 p.m. and 7 a.m.


** 4.1 Public Hearing on Request to Construct a Retail Building at 210, 218 & 224 W. Lake Lansing Road

City Council considered a request to construct a single-story multi-tenant retail building with drive-through window and parking lot at 210, 218 and 224 W. Lake Lansing Road. The drive-through request required special use review. The Planning Commission recommended approval 7-0 on Jan. 24. A public hearing was originally set for March 5, but it was canceled at the applicant's request to allow time for a traffic statement to be completed. The traffic impact study is included in the agenda item report. Council voted to defer the issue to the first business meeting in June.



** 5.1 Consideration of Revised Site Plan and Lane Closure for This Year's Albert EL Fresco
------------------------------------------------------------

At the April 9 City Council meeting, Council had requested additional information about the proposed layout for this year's Albert EL Fresco. The closure of two lanes on Albert Avenue between M.A.C. Avenue and Grove Street is set to begin no sooner than Monday, April 29, 2024 and end no later than 5 p.m. on Monday, Aug. 12. Since the majority of programming for Albert EL Fresco takes place on Thursday evenings, the proposal would close the Grove Alley from 2:30 p.m. on Thursdays through 5:45 a.m. on Fridays. Council flexibly approved the Thursday evening closure with additional locations identified in the agenda item report, including the stage at Ann Street Plaza, Fountain Square and more.



** 5.2 Second Reading & Consideration of Approval for Ordinance 1534, Regarding Mobile Food Vending

Watch this part of the meeting (https://youtu.be/_8fM0EonhBY?t=4031) . Staff have identified improvements to be made to Ordinance No. 1510 since it was passed in 2022. This ordinance established regulatory requirements and administrative procedures for operating mobile food vending units in the City of East Lansing. A motion to defer was passed unanimously.

Additionally, consent agenda item 3.6 was also reconsidered and rejected, so that Policy Resolution 2021-18 would remain in place while the Ordinance 1534 is reconsidered.


** 5.3 Consideration of Contract to Conduct a Comprehensive Wage & Job Classification Study

Council considered a contract with Segal, Inc. in the amount of $245,000 to conduct a comprehensive wage and job classification study. The last time the City did a comprehensive wage and job classification study was 1994. Maintaining an accurate and up-to-date wage and job classification system is a key factor in retention and recruitment for the City’s workforce. The study will ensure updated and accurate job descriptions for all positions, and a system to maintain these going forward. Segal's experience working with Michigan's public sector set them apart from other competitors. Councilmember Meadows moved approval, seconded by Councilmember Altmann, the motion passed unanimously.

Council adjourned to closed session at 8:22 p.m.

1. Council approved the reappointment of Bryan Norrix to the Income Tax Board of Review for a full term ending June 30, 2026. Council approved the appointments of Alexis Murray to the Historic District Commission and Logan Byrne to the Zoning Board of Appeals for full terms ending Dec. 31, 2026.
2. Council approved a resolution to adopt a final project plan for the Water Resource Recovery Facility and collection system improvements, and designated an authorized project representative. 3. Council approved a resolution establishing a public hearing on the preliminary FY 2025 budget and property tax rate for May 14, 2024.
