** Highlights from the Dec. 12 Meeting

The East Lansing City Council met on Tuesday, Dec. 12 at the East Lansing Hannah Community Center (ELHCC) for a discussion-only meeting. Watch the meeting from the beginning (https://youtu.be/HIAS-Yr8h1A?t=571) .

East Lansing Councilmember Mark Meadows was granted an excused absence due to illness.

During communications from the Mayor and Councilmembers, East Lansing Mayor Pro Tem Kerry Ebersole Singh commended staff for the wonderful Winter Fest event over the weekend.

During the City Manager's Report, East Lansing City Manager Robert Belleman announced that the East Lansing Parks, Recreation & Arts Department's School-Age Childcare program has been awarded a 2023-2024 Out-of-School Time (OST) Learning Grant of $654,000 from the Michigan Department of Education. City Manager Belleman also echoed Mayor Pro Tem Singh in celebrating the success of Winter Fest and noted that approximately 2,000 community members had attended the weekend event. Belleman also noted that City offices will close at 1 p.m. on Friday, Dec. 15 for a holiday party and employee recognition event; however, the East Lansing Hannah Community Center and East Lansing Public Library will remain open.


** 6.1 Discussion of the FY2023 Annual Comprehensive Financial Report

Staff introduced the auditors from Rehmann Robson to present the results of the audit to City Council. ** 6.2 Discussion of American Rescue Plan Act (ARPA) Approved & Available Funding

Under the American Rescue Plan Act (ARPA), the City received $12,170,077 in funding, split into two payments received in May 2021 and June 2022. Available funds for additional projects currently total $5,292,800 and are listed in the agenda item report. ** 6.3 Discussion of DPW Funding Sources for Infrastructure & Environmental Programs

In response to a question from City Council, Department of Public Works (DPW) staff prepared a list documenting over $147 million in grants and state/federal funding from which DPW has applied for funds for infrastructure and environmental programs.
