** Council Recap: Budget Work Session ------------------------------------------------------------ The East Lansing City Council held its second budget work session on Tuesday, April 29 for consideration of the preliminary budget and fee schedule for Fiscal Year 2026, which begins July 1, 2025 and runs through June 30, 2026.
Department of Public Works (DPW) Director Ron Lacasse presented information about the department's General Fund requests, totaling approximately $6 million, as well as major and local streets, utilities funds such as solid waste management, sewage disposal and water supply. He also spoke about water and sewer rates and operations of the garage and public works service pool. East Lansing Mayor George Brookover pointed out that the vast majority of the department's expenditures come to the City from outside sources, including from grants and third-party agencies, and is spent on improvements for residents. Department of Parks, Recreation and Arts staff including Director Cathy DeShambo, Assistant Director Justin Drwencke and Administrative Services Coordinator Jane Stone next presented to Council on the parks and recreation fund and capital improvement funds. In their report, staff highlighted the foundational work that goes into what community members experience when they interact with the department through the East Lansing Hannah Community Center, the City's green spaces, youth sports and theater productions, festivals and more. Forecasting for the parks capital improvement fund was based on the feedback from the five-year parks plan survey whereas the capital improvement fund looks at code requirements and facility conditions for government buildings under the department's purview. East Lansing City Manager Robert Belleman presented on business license fees and a general fund deficit reduction plan for Council's consideration. The plan includes a menu of proposals affecting the General Fund. Among these suggestions are new lease agreements in the downtown area, a special assessment for streetlights, reducing an appropriation to 54B District Court, eliminating a new proposed position in the East Lansing Fire Department, discontinuing payments of drain maintenance special assessments, instituting a convenience fee on credit card payments and reducing or eliminating the general fund contribution to the parks and recreation fund. The final proposal would be achieved by pursuing a contribution from East Lansing Public Schools, adding a dedicated Parks & Recreation millage proposal to the November 2025 ballot and/or increasing fees for service. ** Construction Updates: Getting Around Town ------------------------------------------------------------ Beginning Monday, May 5 >> * HARRISON ROAD BRIDGE ***Traffic will be maintained in both directions*** Motorists are advised that traffic will be reduced from two lanes to one lane in each direction, which may lead to delays. The project is being done to repair the roadway between Kalamazoo Street and the Kellogg Center. Traffic on Kalamazoo Street will NOT be affected. Michigan State University alums Mary Roszel and Bob Fish opened the first location on Grand River Avenue near downtown East Lansing on March 15, 1995.
