There will be a full road closure of Harrison Road between Michigan and Grand River avenues for a private sewer replacement.
The project is expected to begin Monday, Oct. 20, and last two days. Detours will be posted.
Also beginning Monday, Oct. 20, there will be lane closures and lane shifts on eastbound Grand River Avenue to facilitate sidewalk replacement as part of the hazardous sidewalk program.
During this time, the sidewalk in the south side of Grand River Avenue will also be closed. Pedestrian traffic will be detoured to the north sidewalk with designated sidewalks at Kensington and Harrison roads.
This will be a moving closure starting at Kensington Road on Monday and moving east as needed. It is expected to be finished by Saturday, Oct. 25.

** Council Recap

The East Lansing City Council met for a discussion-only meeting Tuesday, Oct. 14, at the East Lansing Hannah Community Center.
Council listened to a presentation from City staff regarding substantial amendments to the Community Development Block Grant (CDBG) program budget.
Substantial amendments are anything that cost more than 10 percent of the CDBG's threshold and require Council approval.
The first proposed amendment would change approved intersections for the FY2026 CDBG Sidewalk Project. Those intersections included Elm and Center streets; Oak and Center streets; Elm and Beal streets; Oak and Beal streets; and Louis Street and Elm Place. Because the City also has a project plan that includes that neighborhood in 2029, the Department of Public Works requested the CDBG Sidewalk Project move to Bailey Street from Beech to Ann streets to avoid work on the sidewalks twice in a short period of time.
The second proposed amendment would reallocate a total of $170,000 from the City's Homeowner Rehabilitation Program ($70,000) and currently unprogrammed CDBG funding ($100,000) to sidewalk and ADA curb cut improvements at the East Lansing Hannah Community Center (ELHCC). The proposed funding would allow for one household to still receive assistance through the Homeowner Rehabilitation Program, which has served four households since July 1, 2019.
The proposed Hannah Community Center Sidewalk Project would replace sidewalks in front of the ELHCC and extend the sidewalk to create a direct pathway to Abbot Road, with an improved crosswalk across the driveway.
The proposed amendment keeps CDBG funds moving in the City of East Lansing and allows the City to meet the requirements set by the U.S. Department of Housing and Urban Development of the CDBG funding.
City Council's next meeting is Tuesday, Oct. 21.

** ELFD Hosts Metro Building Collapse Training
------------------------------------------------------------
This week, the East Lansing Fire Department hosted its annual Lansing Metro Building Collapse Training, an exercise that brings together fire departments from across the region to enhance technical rescue capabilities.
Firefighters from East Lansing, Lansing, Meridian Township, Delhi Township, Delta Township, Lansing Township and Bath Township participated in the multi-agency training, which focused on building collapse scenarios. These exercises are designed to prepare responders to safely stabilize compromised structures and perform effective extrications — ensuring the safety of both occupants and emergency personnel.
It’s an opportunity for firefighters to refine their skills, learn new techniques and strengthen collaboration among neighboring departments.
The East Lansing Fire Department remains committed to excellence in emergency response through ongoing education and joint training efforts. By working together, metro-area departments ensure they are ready to respond to any structural emergency with precision and care.
** Recycling Day at the Farmers Market

As part of Michigan Waterways Stewards’ Autumn Anew initiative, the City of East Lansing will host a special downtown recycling collection at the East Lansing Farmers Market from 10 a.m.-2 p.m. Sunday, Oct. 19.
Bring household recyclables and polystyrene foam (such as Styrofoam™) for free recycling. City staff and Michigan Waterways Stewards will be on-site to collect materials, answer recycling questions and share how to get involved in community cleanups throughout the year.
This multi-day, multi-jurisdiction initiative unites communities across the Capital City Region — including Lansing, East Lansing, MSU and surrounding townships — in celebrating stewardship, sustainability and civic pride.

** City Seeks Public Input for Resource Guide
------------------------------------------------------------
The City of East Lansing was recently awarded a grant for the creation of a resource guide for property owners and will hold a public engagement session beginning at 6 p.m. Thursday, Oct. 30, at the City of East Lansing Public Library, 950 Abbot Road. This session is to encourage all members of the community to come and discuss the elements of preservation related to the creation of the booklet. This will be an informal session to obtain input related to historic preservation regulations and what tools community members would find beneficial when undertaking preservation projects.
The guide will provide residents with essential information about the unique architectural styles, historical context and preservation requirements in East Lansing's historic districts. It will include practical resources — such as maintenance tips, renovation best practices and local preservation standards — and promote informed decision making when renovating historical properties and landmarks within the City of East Lansing.
This project is supported in part by a Certified Local Government grant from the Historic Preservation Fund, administered by the National Park Service, Department of the Interior, under Grant Number P25AF01198, through the State Historic Preservation Office, Michigan Strategic Fund.
** Great Pumpkin Walk Returning to EL
------------------------------------------------------------
The Great Pumpkin Walk will be held from 1-4 p.m. Sunday, Oct. 26, in downtown East Lansing.
As part of this year’s annual Great Pumpkin Walk, a 26-foot-tall inflatable pumpkin will take over Ann Street Plaza on the corner of M.A.C. and Albert avenues.
Community members are invited to bring their favorite trick-or-treaters to the area for the family-friendly event. More than 30 downtown businesses will serve as trick-or-treating stations this year. Attendees will have opportunities for photos with superheroes and princesses from Royal Encounters MSU as well as the Great Pumpkin at Ann Street Plaza and a juggler and stilt walker.
Free pumpkins will be available while supplies last during the Great Pumpkin Walk, and there will be two pumpkin decorating stations in the downtown. One station will be located at William B. Sharp Park on the corner of Abbot Road and Albert Avenue. The other decorating station will be located in the 500 block pedestrian alleyway on the other end of the downtown area near Bailey Street.
Nearby, the Wild Goose Inn Bed and Breakfast at 512 Albert Ave. will transform once again into the Land of Oz from 2-4 p.m. This is the 14th year that this local business has created magic for the community. They also will offer candy for trick-or-treaters during the event.
Trick-or-treating in local neighborhoods will take place from 6-8 p.m. on Halloween (Friday, Oct. 31).

** 'A Wrinkle in Time' Opens Oct. 24

All-of-us Express Children’s Theatre is excited to present its fall production, “A Wrinkle in Time.”
“A Wrinkle in Time” is based on the beloved book by Madeleine L’Engle. The story follows Meg, her extraordinary brother Charles Wallace, their pal Calvin and a host of extraterrestrial friends and foes as they journey into the heart of a terrible evil in the hope of reuniting a fragmented family. Performances will be held:

** ELPL Library Card Design Contest
------------------------------------------------------------
The East Lansing Public Library is seeking design submissions for a library card design. Library card designs will be judged in three categories -- Youth (ages 12 and under), Teens (ages 13 to 17) and Adults (ages 18+) -- and one winner will be chosen in each category.
Art should be submitted as 3.125 inches by 1.875 inches in PDF format. All kinds of visual art will be accepted, and must be scanned or photographed in high resolution, and submitted without any additional background. Please do not include names or any other identifiable information on the submission; works will be anonymized during the judging process. The use of generative artificial intelligence (AI) is strictly prohibited. All work must be original to the artist. One submission per person.
