No-Fee Yard Waste Collection Monday, Sept. 29, on West side
Yard waste can be disposed of at no charge on two Mondays each spring and fall. The first collection will take place on Monday, Sept. 29, for properties that are WEST of Abbot Road. Properties east of Abbot Road will have their no-fee yard waste collection date on Monday, Oct. 6.
There will be no regular yard waste collection west of Abbot Road when no-fee yard waste collection is taking place east of Abbot Road, and vice versa. On these special collection dates, advanced requests and City stickers are NOT required. However, all other containment guidelines do apply. ** Recap of City Council Meeting

The East Lansing City Council met on Tuesday, Sept. 23, with a special meeting at 6:30 p.m. for closed session, followed by the regular City Council meeting when that adjourned. City Council meetings are held at the East Lansing Hannah Community Center (ELHCC), 819 Abbot Road.
City Council approved a resolution recognizing September as Suicide Prevention Month. The City of East Lansing, which employs two social workers and a comfort K9 to assist in addressing mental health issues within the City, partners with other groups to highlight resources available within the Greater Lansing area, including Community Mental Health of Clinton, Ingham and Eaton Counties, the National Association for Mental Illness (NAMI) and the American Foundation for Suicide Prevention (AFSP). An employment contract between the City of East Lansing and City Manager Robert Belleman was renewed. The current contract had been set to expire on Sept. 25, 2025, and has now been extended to a three-year term (retroactive to July 1, 2025, in coordination with the City's fiscal year). The contract is set to run through July 1, 2028.
Council also approved the elimination of one of two vacant deputy chief positions and the creation of an assistant chief for the East Lansing Police Department. This move is intended to create a clearer organizational structure and reduce the risk of competing authority between two officers.
Business items on this week's agenda included:
* Approval of a request to modify the occupancy of the existing space at The Landshark
* Approval of a policy resolution to vacate the platted public right-of-way between 533 Ardson Road and 535 Ardson Road
* Approval of a contract with Stertil-Koni USA for installation of a new truck hoist at the Department of Public Works
* Approval of an extended contract with Hamp Mathews and Associates for services related to the Burcham Park Landfill
* Deferring the second reading of Ordinance 1533 to the Oct. 21 regular session meeting
* Approved releasing to the public and the East Lansing Independent Police Oversight Committee (ELIPOC) a "cross-reference" document clarifying Ordinance 1533 changes to the Independent Police Oversight Commission. ** (SCENE) Metrospace to Host 'Read for Your Rights EL' on Friday, Oct. 3

The City of East Lansing, in partnership with (SCENE) Metrospace and the East Lansing Public Library (ELPL), will host “Read for Your Rights EL,” a dynamic and creative event centered around banned books and the power of expression.
The event, which is sponsored by the East Lansing Downtown Management Board, will be held from 6-8 p.m. Friday, Oct. 3, at (SCENE) Metrospace, 110 Charles St.
Highlights will include live read-outs of banned book by local celebrities, hands-on activities such as artist trading cards and a button-making station, and banned book giveaways for attendees. There will also be a projection mapping project on the Division Street Garage created by students in Alison Dobbins’ compositing and special effects for stage and screen class, transforming the exterior space of the Division Street Garage with visuals that reflect passages and images of banned books.
The event will be held in conjunction with the opening reception for an art exhibit entitled Local Sources, featuring prints and publications from Michigan creators whose works demonstrate the resilience that can be found in non-traditional publishing.
** SSJF Fundraiser Tickets Available

Community members are invited to attend a documentary screening of “The Best of the Best: Jazz From Detroit” as part of a fundraiser for the Summer Solstice Jazz Festival (SSJF). It will be introduced by the film’s writer and co-producer, Mark Stryker, and feature a Q&A with Stryker after the film.
The event will begin at 6:30 p.m. Friday, Oct. 3., at the East Lansing Hannah Community Center, 819 Abbot Road. Tickets are $25, or $10 for students. Doors open at 6 p.m.
The award-winning documentary chronicles the defining impact of Detroit’s innovative and influential jazz legacy and the remarkable city that produced it. Inspired by Stryker’s 2019 book “Jazz from Detroit,” the 90-minute documentary weaves a historical and cultural tapestry through the 20th and 21st centuries. Set within Detroit’s dramatic rise and fall as an industrial power and the struggles and triumphs of its creative and resilient Black community, the film connects the dots between the city’s history and musical excellence.

** Comprehensive Plan Update Adoption Party Oct. 2

Join the City of East Lansing from 3-7 p.m. Thursday, Oct. 2, at Ann Street Plaza for the Comprehensive Plan Update adoption party.
The event will include ice cream, live music and giveaways.
The 2024-2025 Comprehensive Plan Update was adopted by the East Lansing Planning Commission on Aug. 13, 2025. The update document was the culmination of a nearly two-year process of community engagement efforts, including engagement of MSU students by MSU students, monthly expert talks and talkback sessions, a variety of fun and informative events at City parks and plazas and opportunities to review the draft document as it was being developed.

** CDBG Workshops Set for Tuesday, Sept. 30 and Wednesday, Oct. 1

The City of East Lansing and consultant Wade Trim are working to develop a five-year consolidated plan for the use of annual Community Development Block Grant (CDBG) funding, which will be in effect from July 1, 2026, to June 30, 2031.
As part of the plan, Wade Trim is hosting community workshops to receive input on its housing and community development efforts. The final community workshop will focus on public infrastructure and is set for 6-8 p.m. Tuesday, Sept. 30, in Classroom 235 at the ELHCC.
There will also be a Michigan State University (MSU) Focus Group session from 5-7 p.m. Wednesday, Oct. 1, in the Lake Superior Room at the MSU Union, 49 Abbot Road. This focus group is intended to garner input from MSU students and stakeholders regarding how East Lansing CDBG funding can be used to benefit low- to moderate-income students who live in the City.
** Bicycle Friendly East Lansing to Host Bike Rodeo This Weekend

Local group Bicycle Friendly East Lansing will host a Bike Rodeo from 11 a.m.-3 p.m. Saturday, Sept. 27, at the East Lansing Family Aquatic Center to teach and encourage safe bike riding. Activities will include bike inspections, helmet fittings, an obstacle course, games and more! ** Construction Updates
------------------------------------------------------------
* Beginning Saturday, Sept. 27, the Grand River Avenue and Coolidge Road intersection will be closed for roadway repair by the City of Lansing. The closure is expected to last through Sunday, Sept. 28. Motorists are asked to follow posted detours. Beginning Monday, Sept. 29, and lasting through Wednesday, Oct. 1, eastbound Grand River Avenue will experience a lane reduction.
* The Chesterfield Hills sidewalk project will begin Monday, Sept. 29, on University Drive. These improvements are part of an ongoing program to improve the pedestrian infrastructure throughout the City. During various stages of the construction, sidewalks will be closed to pedestrians and may impact access to driveways. Trash/recycling collection and mail delivery will not be impacted by the project. For questions, contact the East Lansing Engineering Department at (517) 337-9459.
