** Highlights from the Sept. 3 Meeting

The East Lansing City Council met on Tuesday, Sept. 3 at the East Lansing Hannah Community Center (ELHCC) for a regular meeting. Watch this meeting from the beginning (https://youtu.be/sx2Y7RWJN4k?t=609) . East Lansing Mayor Pro Tem Kerry Ebersole Singh was granted an excused absence due to illness.

During communications from Council, East Lansing Councilmembers Dana Watson and Mark Meadows welcomed Michigan State University students to the community. Councilmember Meadows noted that the Lansing Board of Water and Light had voted on Aug. 27 to raise utility rates without notice to the East Lansing City Council.

East Lansing Councilmember Erik Altmann and Councilmember Watson both spoke about the reopening of Hagadorn Road with the new four lane-to-three conversion. Councilmember Watson noted that she lives in the area and is grateful the project is now complete. Councilmember Altmann said that Council is interested in hearing feedback from the community about the roadway.

East Lansing City Manager Robert Belleman reported that the City's Department of Public Works would be picking up storm debris and small branches between Aug. 30 and Sept. 5 from those who were affected by the heavy rain and windstorm on Aug. 27.


** 4.1 Public Hearing for “Stay and Play” Motel and Banquet Facility at 211 Harrier Drive

Council held a public hearing to consider a request from CNP LLC (Matthew Johnson) for approval of a site plan and special use permit for a “stay and play” motel and banquet facility in an existing building at 211 Harrier Drive. Groups of 10-12 people are expected to occupy four to six guest rooms, with use of a small (30-33 person) banquet facility 10-15 times per year. The banquet facility would also be used for private events. This property is zoned R-1, Low-Density Single-Family Residential, with a Clustered Development Plan overlay in effect. A motion to approve was passed unanimously.



** 4.2 Public Hearing on Ordinance 1535: Amendments to the Zoning Ordinance to Define "Bed & Breakfast"

Council introduced and referred to the Planning Commission an ordinance amendment to define "bed and breakfast" at its meeting on June 4. Planning Commission considered the ordinance in a public hearing on July 10, at which time no comments were received. The Commission subsequently modified the proposed language on July 24 to better align with state definitions and with bed-and-breakfast uses that already exist in the City. The issue was deferred to the Nov. 19 regular meeting.



** 5.1 Approve Fee Assessment for EMS Calls to Bath, Dewitt Townships Resulting in No Trip to Hospital

Council considered a request from the East Lansing Fire Department (ELFD) to charge a non-transport fee to Bath and DeWitt Township to cover the cost of personnel and vehicle use when their residents utilize the City's emergency medical services but refuse care and/or are not transported to a hospital. Currently, ELFD charges the departments only for patients who are transported to the hospital. ** 5.2 Introduce & Refer to the Planning Commission Ord. 1539: Request to Rezone a Vacant Parcel

Council introduced and referred to the Planning Commission Ordinance 1539, a request from Gunovid, LLC to rezone a vacant parcel immediately adjacent to and to be combined with 16647 Chandler Road from D* (Bath Township - Development) to OIP (Office Industrial Park) to facilitate the construction of a fabrication shop, a Special Use within the OIP zone district. A motion to approve was passed unanimously.



** 5.3 Approve a Change Order for the FY23 Hazardous Sidewalk Program - Chesterfield Hills Neighborhood

On Aug.15, 2023, the City Council approved a contract with F & M Concrete Construction for the construction of the FY23 Hazardous Sidewalk Program - Chesterfield Hills Neighborhood for $353,434, however, this amount was based on an incorrect base bid price - $307,333.50. The correct base bid price should have been $370,333.50. F & M Concrete Construction was still the lowest bidder with this corrected base bid. Adding a 15% contingency, the total amount that should have been awarded by Council was $425,884. The City portion of this project is funded by the America Rescue Plan Act which was approved by City Council. The remaining portion of the project will be paid for by the property owners per Chapter 38, Article III, Division 2, Section 38- 123 & 38-124 of the City Code. The project is funded with sidewalk funds. Staff is requesting a correction change order be applied to the contract with F & M Concrete Construction

** 5.4 "Community Technical, Managerial & Financial Support for Lead Service Line Replacement" Grant

Council considered approval of a "Community Technical, Managerial and Financial Support for Lead Service Line Replacement" grant with the Department of Environment, Great Lakes & Energy (EGLE) in the amount of $600,000 for lead and galvanized water service line material investigations. A motion to approve was passed unanimously.



** 5.5 Change Order for the Hydrovac Water Service Contract - Distribution System Material Inventory

Chartier Excavating, Inc. for the FY 2024-25 Hydrovac Water Service Contract - Distribution System Material Inventory (DSMI) in an amount not to exceed $600,000. A motion to approve was passed unanimously.

The meeting was adjourned at 8:07 p.m.

2. Council approved a contract with Dominion Voting in the amount of $77,972 for new election equipment needed for an Election Day Vote Center and authorized the City Manager to sign. 3. Council set a date of Oct. 1, 2024 for a public hearing by City Council to consider Ordinance 1536, amendments to the Zoning Ordinance (Chapter 50 of the City Code), to incentivize certain building forms and materials by permitting additional building height or number of units, allow upper-floor residential uses in certain business zone districts and permit mass timber production or manufacturing in industrial zone districts. 4. Council introduced and referred to the Planning Commission Ordinance 1540, a request from Hagan Realty Inc. to conditionally rezone 743, 755 and 765 Grove St. from R-2 (Medium Density Single-Family Residential District) to RM-32 (City Center Multiple-Family Residential District) for the construction of a multi-family residential building with up to 48 bedrooms and associated parking.
