** Weekend Road Construction Update / Closures
------------------------------------------------------------
Paving work on Albert Avenue between Abbot Road and Evergreen Avenue will continue on Saturday, Oct. 26, resulting in the road being closed to through traffic starting at 8 a.m. It is expected to be reopened to traffic by noon. The project began earlier this week and included spot sewer repair, curbing and the resurfacing of 2 inches of asphalt pavement.

The Whitehills Construction Project is expected to be completed by the end of next week. This weekend, hot mix asphalt is scheduled for White Pond Road, Portage Path, Old Hickory Lane and Hitching Post Road, concluding with Whitehills Drive.


** Motorists are reminded to drive with caution in neighborhoods!

** Events Resulting in Street Closures
------------------------------------------------------------
Albert Avenue between Grove Street and M.A.C. Avenue will be closed for several hours in the afternoon on Sunday, Oct. 27 for Great Pumpkin Walk festivities.

M.A.C. Avenue will be closed to through-traffic between Burcham Drive and Linden Street from 3-9 p.m. on Tuesday, Oct. 29 for Michigan State University Fraternity and Sorority Life's Safe Halloween.

** East Lansing Police Department's Fallen Officer Jim Johnson Remembered 40 Years After End of Watch
------------------------------------------------------------

On Oct. 25, 1984 East Lansing Police Officer James S. Johnson went to an apartment at 1801 N. Hagadorn Road to follow up on a complaint. The senior citizen living at that address had previously reported his vehicle had been taken without his permission by an aide. Upon arriving at the apartment that day 40 years ago, Officer Johnson was ambushed and fatally shot in the head. The two suspects fled on foot and were arrested on Birch Row Drive after attempting to steal a second vehicle and killing the owner--a mother of two school-age children. Both suspects were convicted on multiple charges including first and second degree homicide.

Officer Johnson was a married father of six children. He had served 13 years in the ELPD, including two years as a Dispatcher. Learn more about him and that tragic day here (https://youtu.be/H4VL87adnqE) .

A memorial service will be held TODAY (Friday, Oct. 25) at 9 a.m. at the Ingham County Law Enforcement Memorial on the grounds of the Ingham County Sheriff's Office, 630 N. Cedar St. in Mason. In the event of inclement weather, the service will be moved indoors.


** Early Voting for General Election Continues at WKAR Studios and Starts Saturday at East Lansing Hannah Community Center

Regardless of regular polling location, any voter registered in the City of East Lansing may cast their vote at either of the Early Voting Centers.

The Early Voting Center at the WKAR studio on MSU's campus continues to operate daily from 10 a.m.-6 p.m. It opened on Monday, Oct. 21 and will be open through Sunday, Nov. 3. It is served by CATA bus routes 24, 25 (stop 4688) and 33 (stop 4544). Tell the bus driver that you are going to vote, and your ride is free — no ID required. A second Early Voting Center will open on Saturday, Oct. 26 at the East Lansing Hannah Community Center, 819 Abbot Road. It will operate daily from 9 a.m.-5 p.m. through Sunday, Nov. 3.

Community members may also still vote via absentee ballot. To obtain an absentee ballot, visit the City Clerk's window at East Lansing City Hall, 410 Abbot Road during regular business hours. Absentee ballots can be mailed with no postage necessary, dropped in one of the City's four drop boxes or tabulated at an early vote center.

** The Great Divide: East Lansing Fire Fighters Battle Meridian Township to Cut Car in Half Fastest

The East Lansing Fire Department (ELFD) will compete against firefighters from Meridian Township in an annual contest to see who can cut a car in half the fastest TODAY (Friday, Oct. 25). The event begins at 10 a.m. at Home Depot, 1749 Newman Road, Okemos with car cutting at 1 p.m. Home Depot will provide hot dogs and water for attendees. Come out to cheer for the ELFD!


** Michigan State University vs the University of Michigan: The Other Great Divide
------------------------------------------------------------

The Spartans of Michigan State University will take on the University of Michigan Wolverines in a night game on Saturday, Oct. 26. The game kicks off at 7:30 p.m. from the Big House in Ann Arbor.

The East Lansing Police Department reminds all Spartans to celebrate responsibly. ELPD will be staffing extra patrols to deter illegal and dangerous activities. Spartan Nation has been helping ELPD prevent physical fights, reduce drunk drivers on the road and get assistance to those who might have overindulged.

As a reminder, arson of furniture is a crime! Anyone caught or recorded on any device or platform will face prosecution as well as additional school sanctions if they are a student, including anyone assisting with making the fire. ELPD works closely with MSU to maintain the positive image that 99% of the Spartans represent.

The City of East Lansing’s Housing Department has recently received a high volume of questions about exceptions to needing a rental license in the City, including the meaning of the term “guest.” In response, the City has published answers to the most frequently asked questions (FAQs) at CityofEastLansing.com/RentalExceptions (https://cityofeastlansing.com/2474/37999/Rental-Housing-Exceptions) to help the community better understand what is allowed currently and what has been proposed in Ordinance 1538.

In August, the East Lansing City Council introduced Ordinance 1538 to propose changes to the City’s code. These changes are a byproduct of recent public comment with the current rental ordinance. Proposed Ordinance 1538 would create a new chapter in the City code and organize all rental licensing information in one chapter. The proposed updates further clarify and expand upon some of the current exceptions listed in the FAQs on the website.

Proposed Ordinance 1538 was referred to the Housing Commission for review and input after the Aug. 13 City Council meeting at which it was introduced. The Housing Commission is currently reviewing the proposed ordinance and will make its recommendations to City Council; it will go through the same public hearing process as all proposed ordinances do with City Council.

** Bulk Leaf Collection Begins West of Abbot Road on Monday, Oct. 28

Community members who live WEST of Abbot Road can begin raking their leaves to the curb for bulk leaf collection, which begins on Monday, Oct. 28. Bulk leaf collection alternates sides of Abbot Road through Nov. 25.

It's important not to rake leaves into the street. These can become a traffic hazard and significantly impair the street's ability to convey stormwater. A blocked drain could result in localized flooding and damage. Leave the leaves at the edge of the street.

** Great Pumpkin at Ann Street Plaza Kicks off Halloween Fun in East Lansing!

As part of this year's Great Pumpkin Walk on Sunday, Oct. 27 from 1-4 p.m. in downtown East Lansing there will be a 26-foot inflatable Great Pumpkin at Ann Street Plaza on the corner of M.A.C. and Albert avenues. Additionally, MSU’s Fraternity and Sorority Life will host its annual Safe Halloween event on Tuesday, Oct. 29 from 5-7 p.m. This event includes trick-or-treating at fraternity and sorority houses on M.A.C. Avenue, which will be closed to through-traffic between Burcham Drive and Linden Street from 3-9 p.m.

Trick-or-treating in local neighborhoods will take place on Halloween (Thursday, Oct. 31) from 6-8 p.m. Remember to leave a porch light on to let neighborhood children know where to go and drive extra carefully during this time.
