** WEEKEND HIGHLIGHTS
------------------------------------------------------------

The East Lansing Family Aquatic Center (https://www.cityofeastlansing.com/852/Aquatic-Center) opens for the season on Saturday, May 31. Regular hours are 11 a.m.-7 p.m. daily, weather permitting. Daily rates are $13; $12 for seniors who are 60 years or older with identification; and free for children 2 years old or younger. After 5 p.m., the rate is reduced by $1 per person.

The East Lansing Farmers Market (https://www.cityofeastlansing.com/farmersmarket) kicks off its season on Sunday, June 1. The market runs each Sunday from 10 a.m.-2 p.m. in Valley Court Park, 280 Valley Court. ** City Council Recap * FY2026 Budget Approved
------------------------------------------------------------

On Tuesday, May 27, the East Lansing City Council met for a regular meeting and, among their actions, approved the Fiscal Year 2026 budget. Tuesday night's budget approval includes full funding for the Parks, Recreation and Arts Department.

A proposal to consider a Parks and Recreation dedicated millage on the ballot in November was part of an overall deficit reduction plan that included proposals for both increasing revenues and decreasing expenditures in the City's General Fund. What's next? The City Manager will prepare ballot language for a Parks and Recreation dedicated millage; Council will then decide whether a millage will go before voters in the fall.

The Fiscal Year 2026 budget begins on July 1, 2025, and runs through June 30, 2026. The Local Development Finance Authority FY26 budget, Community Development Block Grant budget and the 2026-2031 Capital Improvements Program were also approved at the Tuesday meeting.

A public hearing for approval of a Special Use Permit to add a gas station at 100 W. Lake Lansing Road has been rescheduled to June 17.

East Lansing Police Chief Jennifer Brown introduced Officer Konnor Iott and Officer Cam Robison to Council in a special presentation.

Other items approved by Council this week included:
* A lane closure on Harrison Road from Mount Hope to Forest roads for the Hawk Island Triathlon (https://www.southlansing.org/HawkIslandTriathlon/tabid/353/Default.aspx) on Sunday, June 1 from 8-11 a.m.
* A memorandum of understanding between the City and East Lansing Public Schools (ELPS) to establish an emergency ingress/egress from Emerson Park through an existing sidewalk and parking lot of Red Cedar Elementary School.
* A memorandum of understanding between the City and ELPS to use the East Lansing Hannah Community Center as a temporary evacuation location.
* An emergency purchase of an Accusonic 8510+ replacement flow meter for the Water Resource Recovery Facility (WRRF) in the amount of $57,601.35.
* The ninth addendum to the contract for services and use of school facilities agreement with ELPS for $60,372.50.
* A contract with Allied Mechanical Services, Inc. for the Davit crane supports fabrication and installation in the amount of $25,700.
* A resolution for a school zone camera pilot program.
* A new contract with Axon Enterprise, Inc. to consolidate and replace three separate existing Axon contracts (Fleet/BWC, TASER, Interview room), in the amount of $262,503.95 per year for 10 years.
* A one-year contract with Capital City Janitorial, LLC, in the amount of $26 per hour for janitorial services for City Hall, the East Lansing Hannah Community Center, the East Lansing Public Library and the Department of Public Works, in a total amount not to exceed the budgeted amount of $676,000.
* A contract with PK Contracting for FY2026 and FY2027 as-needed pavement markings in the amount of $90,000.
* A resolution to execute an amendment to the cost sharing agreement with Meridian Township and Michigan State University for sewer treatment.
* Notice to Giarmarco, Mullins and Horton, PC to discontinue legal services effective June 30.
* A contract with Keller Thoma PC for labor and employment law services.
* A contract with Rosati, Schultz, Joppich & Amtsbuechler, P.C. for general municipal and prosecution services to begin July 1.

** East Lansing Swears In New Police Chief Brown
------------------------------------------------------------

The City of East Lansing swore in Police Chief Jennifer Brown on May 29. Chief Brown is the second woman to lead the department in its 104-year history.

Chief Brown is a lifelong resident of the Lansing area and earned both undergraduate and master's degrees from Michigan State University. Her career began with the Michigan State University Police Department, where she served for more than 15 years. In December 2023, she joined the East Lansing Police Department as a deputy chief. Her focus includes strengthening department relationships with the East Lansing community and Michigan State University, streamlining patrol operations, emergency management and employee health and wellness.

Chief Brown served as a very special crossing guard at Marble Elementary School this week. She greeted students and their families while helping them safely cross the street. Please remember to S-L-O-W down in school zones and look out for each other.


** MSU College of Human Medicine's Teddy Bear Health Fair This Weekend

Area children are invited to bring a special stuffed animal for a check-up at MSU's Teddy Bear Hospital on Saturday, May 31, from 9 a.m.-noon. The event is FREE.

** One Plan, Two Plan. Red Plan, Blue Plan!
------------------------------------------------------------
The City hosted its semiannual planning open house last Wednesday, May 21, entitled "One Plan Two Plan Red Plan Blue Plan" in a nod to Dr. Seuss. The event featured information for the community about the status of various planning processes taking place across several City departments and with area partners including Michigan State University, including the following plans:

* Age Friendly Communities Work Plan and Seniors Survey (https://cityofeastlansing.com/DocumentCenter/View/15997/Senior-Community-Survey-Report-PDF)

** Getting Around Town: Construction
------------------------------------------------------------
* HARRISON ROAD: Work on the bridge deck over the Red Cedar River between Kalamazoo Street and the Kellogg Center continues. Traffic is maintained in both directions. Completion is expected by mid-August.
* LINDEN STREET between Abbot Road and Park Lane is closed through the first week in June for repairs to the roof of City Hall.
* ALBERT AVENUE from Grove Street to M.A.C. Avenue is closed through Aug. 11 for Albert EL Fresco.
* LAKE LANSING ROAD is reduced to one lane headed west, and the adjoining sidewalk is closed, for a Consumers Energy gas main installation project. Construction will move eastward from Coolidge Road toward Abbot Road with completion expected at the end of June.
